Imbued with the revolutionary vitality that characterises the actions of the member parties and organisations of the International Conference of Marxist-Leninist Parties and Organisations, ICMLPO, its XXIX Plenary Session has met. Its work has been carried out in an atmosphere of comradeship, of objective and critical analysis of the characteristic elements of the economic, political and social scene on a world level; we have also analysed the fulfilment of our responsibilities aimed at organising and leading to victory the struggle of the working class and the peoples for revolution, socialism and communism.

The world is going through a complex moment, characterised by the deepening of the general crisis of the capitalist system. The inter-imperialist confrontation, the dispute of the monopolies and the states of the most developed capitalist-imperialist economies have developed to the point that they have seen in war the means to resolve their differences. The inter-imperialist war that is unfolding in Ukraine is not the only war conflict today; more than fifty localised wars are spreading in different parts of the world, in all of them the interests of one or the other imperialist countries, of one or the other capitalist-imperialist blocs are at stake. In all these conflicts, the workers and peoples are the main victims.

Inter-imperialist wars, wars between capitalist states and wars of aggression against the peoples are the offspring of capitalism; this system must be ended in order to achieve world peace.

The aggressive and criminal nature of imperialism is openly and cynically manifested in the genocide faced by the Palestinian people, now extended against the people of Lebanon. Israeli Zionism, US imperialism and their allies are responsible for these crimes that are claiming the lives of thousands of children, youth, women and the elderly. The workers, the youth and the peoples of the world reject genocide, we express it in massive mobilisations taking place all over the world. The flags for peace fly together with the condemnation of Israeli Zionism and its supporters.

The negative social effects caused by capitalist exploitation are repudiated by workers, youth, women and peoples. Massive mobilisations, workers' strikes, popular uprisings are taking place against the adjustment policies implemented by the governments of the bourgeoisie, be they liberal, neo-liberal, social democratic or “progressive”. In the midst of the struggle for jobs, better wages, quality public education and health, public social security, defense of the environment, and other issues, the feeling of repudiation of capitalism and the yearning of the people for change are growing. However, this discontent of the masses is being exploited by the very people responsible for its existence: the bourgeoisie and the oligarchies.

We note the dangerous growth of the right and the extreme right in some regions of the world; fascist and pro-fascist forces have had the ability to manipulate the consciousness of the masses and to capture the governments in various countries, with apparently anti-system discourses, but in reality they are based on reactionary, racist, xenophobic and misogynist points of view. Fascism today constitutes a real danger to all the democratic achievements of humanity. As the last century has shown, it is a return to barbarism.

We warn the workers and peoples against this danger, but also against apparently revolutionary and left-wing political positions, such as ‘progressivism’, which in reality represent the economic and political interests of bourgeois factions and imperialist powers.

The XXIX Plenary Session of the ICMLPO is a testimony to the development of our parties in this period. In our daily work, we have demonstrated our revolutionary commitment to the workers and peoples; however, we are fully aware that we must work better and do much more to fulfil our historic political responsibility.

Our Conference met to coincide with the commemoration of the thirtieth anniversary of the founding of the ICMLPO and, thirty years after its constitution, we continue to raise the banners of Marxism-Leninism and proletarian revolution with the same optimism and commitment. Only the social revolution of the proletariat will liberate the workers and peoples from capitalist-imperialist exploitation.

The Palestinian people and their brave national resistance, for more than a year, have been victims of a genocide perpetrated by the Zionist occupation army supported by US imperialism and its allies. This criminal aggression is intended to be justified due to the “Al-Aqsa Flood” operation, carried out by the Palestinian resistance on October 7, 2023, due to the years of aggression by Israeli Zionism, due to the occupation and Judaization of Palestine, the displacement forced Palestinians from their homes using all forms and methods of state terrorism.

The Palestinian people and their resistance have made enormous sacrifices over the past year, overcoming hundreds of thousands of children, women, the elderly, wounded, missing and prisoners, in addition to famine, thirst and almost the total demolition of infrastructure, including hospitals, schools and places of worship.

Faced with its inability to eliminate the fierce resistance in Gaza and the West Bank, and its unprecedented isolation amid waves of global protests against its brutal crimes, the Zionist war machine turned to Lebanon to destroy its resistance and relocate its population. Thus, hundreds of thousands of people are forced to flee southern Lebanon to the north, while the demolition of Beirut's southern suburbs continues to target Hezbollah leaders in a desperate attempt to eliminate it as a mainstay of resistance and as a front of support for the Palestinian people.

Everything seems to indicate that Israel's military action is aimed at fundamentally changing the political situation in the Middle East, as well as achieving the realisation of “Greater Israel” by annexing Gaza and the West Bank, which would require the extermination of a large part of the Palestinian population and the expulsion of the rest to third countries.

-Renews its solidarity, its support in principle for the Palestinian people and their just cause, as well as their resistance with its various factions and its various methods, in particular the armed struggle as part of its just war against the occupation and Zionist arrogance.

– Condemns the Nazi-Zionist crimes committed against a defenseless people with the unconditional support of Western imperialism, especially American imperialism, which provides all means of murder and destruction.

– Condemns the complicity of the reactionary Arab regimes, which have normalized themselves with the Zionist Israel and the countries that maintain commercial relations with it, which have done nothing to stop the massacre or open corridors to transport humanitarian aid, medicines, etc.

– Condemns efforts to confuse the just and legitimate national resistance, represented by all resistance factions in Palestine and Lebanon, with terrorism represented by Israeli Zionism that occupies Palestine, supported by the imperialism that created it to take over the region, its territories and its wealth.

– Calls on all revolutionary and progressive forces in the world to become more involved in the movement to support the Palestinian people and their brave national resistance, which is waging a war of national liberation against the occupation for their independence, the return of refugees and the construction of an independent, democratic and secular State with Jerusalem as its capital. It also calls on you to continue supporting the Lebanese people and their resistance to complete the liberation of their lands and rid Lebanon of all forms of Zionist and imperialist domination, threat and infiltration.

– Declares its support for all peoples who fight for the right to self-determination, for their independence.

Glory to the resistance and victory to Palestine and Lebanon!

– Hold war criminal Netanyahu accountable for his crimes!

– Down with imperialism, enemy of the people!
